This is a component of SQL Server native client.  Locate the sqlncli10.dll file; usually located in C:\Windows\System32\ and make sure that it has been properly registered:

This command registers the sqlncli10.dll file -

regsvr32 C:\Windows\system32\sqlncli10.dll
