odoo操作could not connect to server

昨晚倒腾电脑，今天起床运行一下的项目看到这个。
出现这个错误：

psycopg2.OperationalError: could not connect to server: Connection refused (0x0000274D/10061)
Is the server running on host “localhost” (::1) and accepting
TCP/IP connections on port 5432?

打开pgadmin发现这样，多次输入密码都不对：

回想了一下，原来是昨晚把服务给关闭了。被自己蠢哭。写个文章，记录下自己的蠢行为，时刻提醒自己。
