原因
没有导入apache-tomcat-9.0.12的build path导致的

解决方法

1、右键该项目，选择Build Path，再选择Configure Build Path…再选择Add Library…再选择Server Runtime选中tomcat点击Finish

2、执行完步骤1后选择Order and Export选中所有选项，点击 Apply and Close即可解决
