本函数实现方向强度直方图的创建，即“风向风速图”。
This function allows to create a Direction-intensity histogram, also known as “Wind Roses”.
还可以将图中的数据存储到数据表（可直接输出到Excel的double数组和单元格数组）。
It also returns the data represented in the graph into a data table (double array and cell array that can be directly exported to excel).
