使用setuptools和cython打包python程序的时候遇到：Microsoft visual c++ 14.0 is required问题解决办法

1. 然而按照提示安装Microsoft Visual C++ 14.0依然不行。https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads。（坑啊）
