（1）在Eclipse项目文件夹上右键——Java EE Tools——Generate Deployment Descriptor Stub 刷新项目即在WEB-INF下出现web.xml
（2）为了避免以后每次这么操作，可以在建立项目时最后一步，勾选 Generate web.xml deployment descriptor
