RA layer request failed svn: Commit failed (details follow): svn: Unable to connect to a repository

由于在项目的版本库中途从一台主机迁移到另外一台主机了，然后将自己eclipse中的项目重定位后，然后和迁移后的版本库进行衔接，但是在重启之后，然后修改eclipse中项目文件，然后提交时，出现以下错误：

svn: Commit failed (details follow):
svn: Unable to connect to a repository at URL 'https://desktop-hnugk90/svn/bgsy/src/main/webapp/WEB-INF/jsp/beautifulreader/collegeFront'
svn: OPTIONS of 'https://desktop-hnugk90/svn/bgsy/src/main/webapp/WEB-INF/jsp/beautifulreader/collegeFront': could not connect to server (https://desktop-hnugk90)

然后检查了电脑防火墙，ip，以及路径都没有问题，最后才发现是VisualSVN Server没有启动。

解决办法：

点击操作中的start：

如果点击start报错：

VisualSVNServerServer service failed to start：0x8007042a

此时修改：

然后选中 NetWork，然后修改IP

就可以了。
