这个问题主要是你的操作系统是win8或者win8.1，没有权限导致的。
这时候可以通过以下的三步来解决这个问题：
(1)通过alt + ctrl + delete打开任务管理器，或者右键操作栏的空白地方打开
(2)选择运行新任务
(3)通过浏览找到mysql的安装包运行即可
