C# 版本real类型TIF与16位PNG相互转换算法

该版本在halcon基础上做了一些细微改动,主要是将最小值和delta值之前由一位表示改为由两位进行表示。不再用担心高度值的越界问题,同时将放缩系数放大10000倍,进一步保证了精度。
