window安装node后，node-v，npm-v都能正常显示，但运行npminstall安装时报错
例如如果在运行如下命令
npm install -g @vue/cli
来安装Vue.cli包时出现这样的报错：

解决办法：
第一种：选择管理员身份运行命令行
1.删除C:Users{你的用户文件夹}/目录中的.npmrc文件，一般为隐藏，记得在查看栏中找到“隐藏的项目”勾上。
2.电脑中搜到命令提示符应用，选择”以管理员身份运行“打开cmd，重新输入npm install -g @vue/cli命令即可安装成功
第二种：node安装目录下设置users用户完全控制权限
1.找到电脑中node.js的安装文件夹，右键选择属性，点击安全，选择Users用户，点击编辑
2.勾选User的权限下”完全控制“权限的允许对勾，点击确定，退出。
