这是一个火焰识别的小程序，调用摄像头的视频进行火焰识别，并在本地弹窗展示
如何运行
双击start_in.bat或者双击start_out.bat
其中start_in.bat火焰识别在内网,视频延迟1秒内，start_out.bak火焰识别在外网，视频延迟5秒内
注释
# start_in.bat 内容，ip_camera.exe为程序主体，rtsp://admin:[email protected]:554/h264/ch1/main/av_stream：为视频流地址；http://192.168.20.99:8191/fire/json：为算法提供的http接口
