企业执行标准备案是什么

1、企业产品标准备案/复审备案申请表；
2、标准批准发布文件；
3、企业产品标准纸质和电子文本；
4、企业产品标准编制说明；
5、企业产品标准审查单（会议纪要）；
6、声明（企业产品标准与相关法律法规、强制性标准等符合性承诺，与相应的推荐性标准是否一致的声明；企业产品标准采用国际标准、国外先进标准的，应当提供采标的相关说明和材料）；
7、企业营业执照原件（核查后退还企业）、复印件(加盖公章)；　　
8、组织机构代码证原件（核查后退还企业）、复印件(加盖公章)；
9、试验验证报告；
10、规范性引用文件和参考资料（核查后退还企业）。

办理流程：
（一）受理:经办人员在确认申请单位提交的材料准确齐全后，受理申请材料。提交材料不符合要求的，不予受理，但将需要补齐、补正材料的全部内容、要求告知申办人。
（二）审查:经办人员依据有关法律、法规，对申请备案的企业产品标准进行审查，审查项目如下：
1、是否与法律、法规相抵触；
2、是否与强制性标准相抵触；
3、是否符合规范性要求；
4、产品标准是否真正通过了专家审查；
5、标准内容是否有可信的技术验证资料；
6、产品是否属于国家明令淘汰的产品。
（三）备案:企业产品标准经备案审查符合规定要求的，予以登记编号，并在产品标准正式文本上加盖备案专用章，签发企业产品标准备案通知单。

3. Paper and electronic text of enterprise product standards;

4. Prepare the enterprise standard;

5. Review list of enterprise product standards (meeting minutes);

6. Declaration (Declaration on whether the enterprise product standard is consistent with the relevant laws and regulations, mandatory standards and other compliance commitments, and whether it is consistent with the corresponding recommended standards; if the enterprise product standards adopt international standards and foreign advanced standards, relevant instructions and materials for adopting the standards shall be provided);

7. The original business license of the enterprise (returned to the enterprise after verification) and the copy (with official seal);

8. Original of organization code certificate (returned to the enterprise after verification) and copy (with official seal);

9. Test verification report;

10. Normative references and reference materials (returned to the enterprise after verification).

Process flow:

（1） Acceptance: the handling personnel shall accept the application materials after confirming that the materials submitted by the application unit are accurate and complete. If the submitted materials do not meet the requirements, they will not be accepted, but the applicant will be informed of all the contents and requirements that need to be supplemented and corrected.

（2） Review: the handling personnel shall review the enterprise product standards applied for filing according to relevant laws and regulations. The review items are as follows:

1. Whether it is in conflict with laws and regulations;

2. Whether it is in conflict with mandatory standards;

3. Whether it meets the normative requirements;

4. Whether the product standard has really passed the expert review;

5. Whether the standard content has reliable technical verification data;

6. Whether the product belongs to the product eliminated by the state.

（3） Filing: if the product standards of the enterprise meet the requirements after the filing review, they shall be registered and numbered, and the special seal for filing shall be stamped on the official text of the product standards, and the notice for filing the enterprise product standards shall be issued.
