CSV and xlsx
CSV format can be opened in VScode or Excel.
And file in Excel can be saved as CSV format file.
The CSV format is easily exported from Microsoft Excel, so once you can get your data into Excel, you can easily convert it to CSV format.
Load CSV and Save as ARFF
Open the CSV file and then save your dataset in ARFF format by clicking the “File” menu and selecting “Save as…”. Enter a filename with a .arff extension and click the “Save” button.
By the way, you can directly open CSV file in Weka but better not do that.
