IEEE, the full name of "Institute of Electrical and Electronics Engineers" (Institute of Electrical and Electronics Engineers), is the association of electronic technology and information science engineers in the United States and the largest non-profit professional technical society in the world, dedicated to electrical, electronic, computer The development and research of engineering and science-related fields has formulated more than 900 industry standards in the fields of aerospace, information technology, power and consumer electronics, and has now developed into an international academic organization with great influence. It has more than 400,000 members in more than 160 countries, of which more than 50% are from outside the United States. In the fields of electrical and electronic engineering, computer and control technology, the number of documents published by IEEE accounts for nearly 1/3 of the world's total.

IEEE Fellow is IEEE Fellow/Academician, the highest level member of the association, the highest honor awarded to members by IEEE, and is selected by IEEE peer experts every year among members with Senior or Life ranks. Make a significant contribution to the progress or application of engineering science and technology and bring significant value to society. The number of elected members shall not exceed 1‰ of the total number of IEEE members in that year. Due to the small number of IEEE Fellows elected each year, the elected scientists are basically outstanding scientists who have made important achievements in the fields of science and engineering technology.
