On April 20, the European Parliament passed the Regulation on Markets in Cryptoassets (MiCA), making the EU the first major jurisdiction in the world to introduce comprehensive encryption laws. At the same time, Hong Kong in the eastern world is also accelerating its embrace of Web3 transformation. The Legislative Council of the Hong Kong Special Administrative Region promulgated the "Anti-Money Laundering and Terrorist Financing (Amendment) Ordinance" last year, stipulating that from June 1, 2023, virtual asset service businesses in Hong Kong must apply for a license. In response to this regulation, the Hong Kong Securities Regulatory Commission issued the "Consultation Document on Proposed Regulatory Regulations Applicable to Operators of Virtual Asset Trading Platforms Licensed by the Securities and Futures Commission" to widely solicit public opinions.

Today, it has been less than a month since Hong Kong’s new licensing system for virtual asset service platforms came into effect. Leung Fung-yee, chief executive of the Hong Kong Securities and Futures Commission, said at the end of April that the Hong Kong Securities and Futures Commission has completed public consultation on regulatory recommendations for operators of virtual asset trading platforms, and will announce the results of the consultation and final guidelines for licensing virtual asset trading platforms in May. At this important point in time, the Okey Cloud Chain Research Institute had a serious chat with many entrepreneurs, legal experts, university representatives and industry observers who have long been concerned about and deeply involved in Hong Kong Web3, to see what Hong Kong and Web3 are in their eyes. 1. Senior media person, Web3 observer   Yuning

Yuning is a senior reporter of a domestic media, and the Hong Kong Carnival in April is one of the few offline events she has participated in that can be so lively since she entered the industry. Due to the relatively embarrassing position of virtual assets and Web3 tracks in China, many media do not have a dedicated team to track and report on this field, and the same is true for Yuning's media. In fact, many traditional media people are still accustomed to viewing virtual assets with colored glasses, especially with the long bear market, the reports on virtual assets are mostly negative. A: Large surface-based site. In the past, Web3 was more of a bottom-up atmosphere, often with some grassroots or cyberpunk attributes. However, the strong support from the Hong Kong government this time not only provides real funding, but more importantly, it recognizes the industry in terms of values ​​and raises the compliance of the industry to a new level. I believe this has also given practitioners a boost. A wave of faith.

A: It will develop relatively steadily. Web3 needs Hong Kong, and Hong Kong also needs Web3 to withstand the economic recession after the brain drain. For Web3 practitioners, it is attractive, but it is not irreplaceable. Many Web3 practitioners are digital nomads who will nomad to places of opportunity. At present, many project parties will choose to set up a site in Hong Kong, but if Hong Kong's policies continue to be favorable, they can still stay.

A: Compared with technology developments such as Infra, Hong Kong still has strong financial attributes, and there are more opportunities for some compliant transaction projects.

A: A feeling. Before, I felt that everyone was cursing and cutting leeks on the Internet. In fact, the atmosphere offline is very friendly. In real life is also very important to web3, and can correct some unhealthy trends in the industry.

2. Member of a well-known domestic lawyer team and newcomer to Web3   Ziheng

Ziheng is a talented legal student of Tsinghua University and a member of a well-known lawyer team in China. In the legal profession, he has enough accumulation, but in the field of Web3, he may still be just a newcomer. Hong Kong Carnival is the first time that Ziheng has entered the Web3 world in such a formal way. He was active in every corner of the venue with full of curiosity, met many old friends, and made many new friends. I didn't meet Ziheng in Hong Kong, but saw the photos he posted in Moments and realized that we had "passed by". However, I marveled at his keen observation and sharp expression, so I had an in-depth chat with him after I came back. When talking about Hong Kong Web3, he repeatedly mentioned the word "capital": he is not used to the prosperity created by capital, but he has to admit the importance of capital. This is a wanton pull between the inner self and the physical reality, but he is always optimistic about Web3 technology.

Is Hong Kong Carnival your first Web3 event?

How do you feel?

A: Yes, this is the first time I participated in such a large-scale web3 event, and I learned two words - "industry" and "capital". I am quite uncomfortable with the atmosphere where everyone starts a business and everyone invests/speculates. During those crazy nights, the project party booked the penthouses and yachts one after another. Everyone is discussing "money": the rise in currency prices, which fund is investing in which track, which project is airdropping again, which boss shows up and can lead me. But the so-called value, I summed it up, is more about capital gains, and few people pay attention to whether this technology can be used or not.


Another point is that I have witnessed the diversity of an industry. Around the capital, the business landscape was quickly spread out. L1, L2, wallet, node operation, cross-chain for infrastructure, DeFi for contracts, social protocols (thinking about it, there are really few applications or protocols that exist purely in the form of contracts), exchanges, Market makers, investment research, media, KOLs, compliance, associations... everyone is trying to take advantage of their relatives to get a share of the pie.

What is its value to Hong Kong?

A: The giants and the government have joined forces to stage a good show, which has attracted the attention of capital to web3, an area that has created many "myths". But how many of these "myths" are Hong Kong's own? Can the so-called government's attention really guide the healthy development of this industry (how is health defined)? How many technical talents and how many start-up projects come from Hong Kong or are you willing to stay in Hong Kong? My field of vision is too shallow to give an answer.

A: No technical person should exclude business cognition. Although I don't like the exaggeration of capital, I have to admit the power of capital. A friend who made a lot of money at a young age asked me: "What do you think money is?" I replied disdainfully: "Actually, I don't really care about money, I think it's enough to spend enough money..." He smiled: "Who doesn't? ? How many people are short of living expenses? Money is just a fuel to start bigger projects and manage more people..." I seem to understand a little bit. The number of people connected by blood relatives is limited... only capital, and companies and even countries are formed under the agglomeration. Capital is like a bewitching succubus! So those "capitalists" are best at using limited resources to leverage larger resources. Use limited opportunities to create maximum profits. Nothing out of place.

How do you see the future of Web3 in Hong Kong?

A: The development of Web3 in Hong Kong depends on two parts, one is the development of Web3 itself. This industry is still the target of capital's public criticism, but there is still a lack of projects that have exploded in the circle, and there is no strong reason to urge ordinary citizens to embrace the decentralized world. Even with the influx of so much money, the Web3 field is still stagnant. , there are very few normal users, and most of them are speculators. I think this industry is unhealthy; secondly, Hong Kong’s love for Web3, including efforts to attract projects, attract technical talents to Hong Kong, and formulate a series of industry regulations to guide industry compliance. Standardized development, I am optimistic about this part.
