Chapter 1 General Provisions
Article 1 (Purpose and Basis)
In order to fully implement the "Several Supporting Policies of Jinshan District on Further Encouraging Scientific and Technological Innovation and Accelerating the Construction of an Important Bearer Area of Shanghai Science and Technology Innovation Center" (hereinafter referred to as "Several Policies"), effectively improve the regional technological innovation capabilities and levels, and promote the high-quality economic development of Jinshan, The implementation rules are specially formulated.
Article 2 (Support objects)
The applicable support objects of these implementation rules include:
1. Registered and paid taxes within the scope of Jinshan District, have independent legal person qualifications, and the main business is in line with the key industry-oriented technology-based enterprises encouraged to develop in this district;
2. An innovation and entrepreneurship team planning to register and establish an enterprise in Jinshan District;
3. Excellent scientific and technological talents who work and start businesses in Jinshan District and pay personal income tax according to regulations.
Article 3 (Support Category)
The implementation of these implementation rules is divided into two categories: application category and supporting category.
For the application projects, specific requirements such as application conditions will be clarified in the implementation rules. Enterprises, entrepreneurial teams and scientific and technological talents that meet the application conditions can apply.
Supporting projects refer to enterprises and projects that have been supported by the state and Shanghai or provided with support according to the amount of funding from higher-level departments, as specified in the "Several Policies". Supporting projects are allocated funds in accordance with the provisions of "Several Policies" and do not need to be declared separately.
Supporting projects include: 1. Shanghai Science and Technology Little Giant (Cultivation) Enterprise; 2. Shanghai Science and Technology SME Technology Innovation Fund; 3. National and Shanghai Key Laboratory; 4. Incorporated into the construction of Shanghai Innovation and Entrepreneurship Carrier Cultivation System 5. State-level filing maker space, national technology business incubator; 6. Zhangjiang special development fund project; 7. Public R&D innovation in Shanghai; 8. National and Shanghai science and technology progress awards .
Article 4 (Reporting Procedures)
The declaration projects shall be carried out according to the following procedures:
1. Post a notice. In principle, the District Science and Technology Commission issues a declaration notice in the first half of each year.
2. Project declaration. All applicants who meet the application requirements can apply to the District Science and Technology Commission through the online application system within the specified time. The specific requirements are subject to the issued notice.
3. Review announcement. After accepting and soliciting opinions from all towns (industrial zones), the District Science and Technology Commission organizes experts to review and consult the District Development and Reform Commission, District Economic Commission, District Finance Bureau, District Ecological Environment Bureau, District Emergency Management Bureau and other relevant departments to draw up a list of shortlisted candidates. Announce to the society. After confirming that there is no objection, the District Science and Technology Commission will complete the project approval. During the implementation of the project, the District Science and Technology Committee and the District Finance Bureau will supervise and inspect the implementation progress of the project and the use of special funds.
Chapter Two Innovation Subjects
Article 5 (High-tech Enterprises)
Support object:
A high-tech enterprise within the validity period of Jinshan District.
1. High-tech enterprises recognized for the first time in the previous year, newly moved in, and re-identified after the expiration of the validity period;
2. It shall not be enjoyed repeatedly with the high-tech enterprise support policy of Zhangjiang Demonstration Zone;
3. Enterprises that have received Shanghai High-tech Enterprise Cultivation and Storage Funding will not enjoy the first-time certification rewards.
Implementation and Management:
The declaring enterprise needs to fill in the information in the online declaration system, and if it is confirmed to be qualified after review, it will be rewarded with funds:
1. A reward of 200,000 yuan will be given to the "high-tech enterprises" that are recognized for the first time or newly moved into our district;
2. A reward of 50,000 yuan will be given to the "high-tech enterprise" that has been re-identified after the expiration of the validity period.
Article 6 (Science and Technology Small Giant Enterprise in Jinshan District)
Support object:
The declaring enterprise needs to have a relatively complete enterprise innovation system, innovation mechanism and corresponding R&D investment; the declaring enterprise must have independent intellectual property rights, have a certain economic scale and good growth potential.
Application conditions:
1. The number of R&D personnel in the enterprise shall not be less than 10% of the total number of employees;
2. The R&D investment of the enterprise in the past three years shall not be less than 5% of the annual main business income;
3. Have independent intellectual property rights such as authorized patents, software copyrights, and layout designs of integrated circuits;
4. The enterprise has a good credit rating, and the asset-liability ratio is not higher than 70% in principle;
5. The company's main business income in the previous year was not less than 30 million yuan, and the average growth rate of main business income or net profit in the previous three years reached more than 20%, and the net profit of the previous year could not be negative;
6. Give priority to supporting high-tech enterprises.
Implementation and Management:
Declaring companies need to fill in the information in the online reporting system, and Jinshan Science and Technology Small Giant Enterprises that have passed the review and publicity will be given a subsidy of 600,000 yuan and implement a two-year contract target management. Within 60 days after the expiration of the contract, the enterprise submits a written application for acceptance and a summary report to the District Science and Technology Commission, and the District Science and Technology Commission organizes experts or entrusts an evaluation agency to inspect and accept.
Article 7 (Transformation of Jinshan Industry-University-Research Scientific and Technological Achievements)
Support object:
The declaring enterprise needs to establish a long-term cooperation mechanism with universities and scientific research institutes, jointly develop new products, new technologies, and new processes, and organize the implementation of the transformation of scientific and technological achievements.
Application conditions:
1. Industry-university-research-use scientific and technological achievements transformation projects (products) with independent intellectual property rights;
2. The technical level of the transformed project (product) has reached the leading level in the country and can generate relatively large economic benefits;
3. The main business income of the enterprise in the previous year was more than 20 million yuan, and the operation was in good condition;
4. The scientific and technological personnel with a college degree or above account for more than 30% of the total number of employees in the enterprise;
5. The R&D investment of the enterprise in the previous year accounted for more than 3% of the annual main business income.
Implementation and Management:
The declaring enterprise needs to fill in the information in the online declaration system, and the Jinshan Industry-University-Research Scientific and Technological Achievement Transformation Project that has passed the review and publicity will be given a subsidy of 200,000 yuan, and a two-year contract target management will be implemented. Within 60 days after the expiration of the contract, the enterprise submits a written application for acceptance and a summary report to the District Science and Technology Commission, and the District Science and Technology Commission organizes experts or entrusts an evaluation agency to inspect and accept.
Chapter Three Innovation and Entrepreneurship Carriers
Article 8 (Enterprise Engineering Technology Research Center)
Support object:
The declaring enterprise must have an engineering research and development team, a relatively independent scientific research and development subject that has engineering technology test conditions and can provide comprehensive technical services for related enterprises or units.
Application conditions:
1. Relying on the company's leading position in the technology level in the industry, have a good engineering technology research and design foundation, rich background and experience in achievement transformation, and have the ability to undertake major national or provincial scientific and technological projects;
2. Possess a high-level engineering technology leader and a reasonably structured and relatively stable engineering technology research and development and implementation team;
3. Have engineering and technical test conditions and infrastructure, have an independent research and development site of no less than 200 square meters, and have necessary inspection, analysis, testing methods and process equipment;
4. Possess relatively strong economic strength, have the ability and reputation to raise funds, and have certain self-owned funds. The declared enterprise's main business income in the past two years has reached an average of 50 million yuan, and the R&D investment in the past two years has accounted for more than 3% of the main business income or not less than 3 million yuan per year;
5. Relying enterprises should provide necessary supporting conditions for the construction, operation management, scientific research, talent introduction and training, and open exchanges of engineering technology research centers;
6. The engineering technology research center has a reasonable management system and operating mechanism, a sound organizational system, and clear development plans and goals;
7. Encourage enterprises to apply jointly with colleges and universities and scientific research institutes. The joint application must be accompanied by a joint application agreement, which specifies a main application unit and the rights and obligations of each application unit in the operation of the center.
Implementation and Management:
1. District-level enterprise engineering technology research center. The declaring enterprise needs to fill in the information in the online application system, and the Jinshan Enterprise Engineering Technology Research Center, which has passed the review and publicity, will allocate a one-time funding of 150,000 yuan.
Periodic review of the Engineering Technology Research Center. Two years is a review cycle. The re-examination results are divided into three categories: "excellent", "general" and "rectification". If the review result is "excellent", a subsidy of 50,000 yuan will be given. If the re-examination result is "rectification", the rectification shall be completed within one year and a rectification report shall be submitted. The District Science and Technology Commission will organize experts to evaluate the rectification results. Those who do not participate in the rectification will no longer be included in the sequence of Jinshan Engineering Technology Research Center. In case of non-acceptance of district science and technology committee inspection, supervision, evaluation, etc., request for revocation by the supporting unit, termination of the supporting unit according to law, etc., the qualification of the engineering technology research center shall be revoked.
2. National and municipal engineering technology research centers. Those who have completed the establishment task and passed the inspection and formally included in the national and Shanghai municipal engineering technology research center sequence will be given a one-time reward of 1 million yuan and 500,000 yuan respectively after submitting relevant certification materials to the District Science and Technology Commission for project approval and acceptance by relevant departments .
Article 9 (Jinshan District Maker Incubation Carrier)
Support object:
Registered and filed in Jinshan District, and passed the review and publicity into the management system of the crowd innovation incubation carrier.
Application conditions:
1. The operation and management organization must have experience in innovation and entrepreneurship services, venture capital and enterprise management. Full-time management personnel with college education or above account for more than 70% of the total number of employees, and the organization structure is sound, the management operation is standardized, and the management system is perfect;
2. The area of the site that can be independently controlled is not less than 2,000 square meters, and the area used by entrepreneurial teams and enterprises accounts for more than 70% of the total area of the site;
3. Have a clear professional development direction in line with the regional industrial positioning, and the total number of entrepreneurial teams and enterprises settled in is not less than 10;
4. It has relatively complete innovation and entrepreneurship service functions, and provides professional services such as business, information, consulting, training, human resources, technology development and exchange, investment and financing, and market expansion for the residents;
5. The declared enterprise has been in official operation for no less than 6 months, has a relatively clear profit model, has an operation mechanism for project selection, graduation or elimination, and has a working mechanism for information management and entrepreneurial mentors, etc.
Implementation and Management:
The declaring enterprise needs to fill in the information in the online declaration system, and the crowd innovation incubation carrier that has passed the review and publicity will be given a subsidy of 200,000 yuan, and a subsidy of 100,000 yuan will be allocated after the actual operation has been completed for one year and the acceptance is passed.
Carry out annual service performance evaluation and assessment for crowd innovation incubation carriers in the region, and provide support based on the comprehensive assessment and assessment of innovation and entrepreneurship service capabilities, quantity, and effectiveness. The assessment results are divided into four categories: "excellent", "good", "qualified" and "failed". In the technology business incubator, 200,000 yuan of financial support will be given to those with excellent assessment, and 100,000 yuan of financial support will be given to those with good assessment; in the maker space, 50,000 yuan of financial support will be given to those with excellent assessment. Those who fail to pass the performance evaluation for two consecutive years or do not participate in the performance evaluation will be disqualified.
Chapter Four Innovation Environment
Article 10 (Performance Loan Premium Subsidy)
Support object:
An enterprise recommended by the Jinshan District Science and Technology Commission and obtained a Shanghai technology-based enterprise performance liability guarantee insurance loan.
Application conditions:
1. Loans from banks in the region and repay principal and interest on time;
2. The application is valid within 90 days after receiving the premium subsidy of the Shanghai Science and Technology Performance Loan.
Implementation and Management:
The declaring enterprise needs to fill in the information in the online application system. After review, if it is confirmed that it meets the requirements, the supporting fund will be allocated in one time according to the subsidy amount of the municipal higher-level department in a ratio of 1:1.
Article 11 (Science and Technology Financial Service Institutions)
Support object:
A technology financial service institution that provides financial services such as performance loans, Weidaitong, and Little Giant Credit Loans to technology companies in this area.
Application conditions:
It has a complete financial service team and has been awarded a technology financial service station by the Shanghai Municipal Science and Technology Commission.
Implementation and Management:
The declaring enterprise needs to fill in the information in the online application system, and will be subsidized according to 3‰ of the loan amount approved and recommended by the Shanghai Municipal Science and Technology Commission, and each science and technology financial service station will not exceed 1 million yuan per year.
Chapter Five Innovative Talents
Article 12 (Entrepreneurship Team Entrepreneurship)
Support object:
Possess independent intellectual property rights or master core technologies, have independent entrepreneurial experience, and be familiar with entrepreneurial teams in related industries.
Application conditions:
1. If the entrepreneurial team has not established an enterprise, it needs to register and establish an enterprise in Jinshan District; if the entrepreneurial team has registered in Jinshan District and paid taxes according to law, the registration period of the enterprise shall not exceed 3 years;
2. Entrepreneurship projects must conform to the development orientation of key industries in the district, have good development prospects, and have strong feasibility of entrepreneurial projects and plans;
3. The entrepreneurial talents who play a leading role in the entrepreneurial team should have a bachelor's degree or above;
4. Give priority to supporting entrepreneurial teams that have won awards in various innovation and entrepreneurship competitions or received venture capital;
5. Give priority to supporting entrepreneurial teams settled in technology business incubators and maker spaces.
Implementation and Management:
According to the scale and innovation ability of entrepreneurial projects, excellent entrepreneurial talents who play a leading role in the entrepreneurial team will be given a one-time start-up capital support of 200,000 yuan or 400,000 yuan. The funds can be used to pay the rent of the company's office space, purchase business operations, Production, research and development equipment, and enterprise employment subsidies.
Article 13 (Entrepreneurship by high-level talents)
Support object:
Support the establishment of enterprises by high-level talents who have won the titles of relevant talents from the country, Shanghai and Jinshan District.
Application conditions:
1. Register and establish an enterprise in Jinshan District, the registration period of the enterprise shall not exceed 5 years, the registered capital shall not be less than 5 million yuan, and high-level talents shall serve as the legal representative of the enterprise or hold more than 10% of the shares;
2. A technology-based enterprise with independent intellectual property rights, leading scientific and technological achievements, good industrialization conditions and market prospects;
3. The establishment of a company must conform to the development orientation of key industries in the district, the products and services have been listed and realized revenue, and the company has a high degree of economic and social contribution or has a good development prospect.
Implementation and Management:
According to the scale of the enterprise and the innovation ability of the enterprise, a one-time special fund of 500,000 yuan, 1 million yuan or 1.5 million yuan for entrepreneurship support will be given. The funds can be used for office space leasing, innovative research and development, housing for talents, and enterprise loan discounts.
Article 14 (Technical Talent Team Building)
Support object:
Support high-level innovation and entrepreneurship and the introduction of urgently needed talent teams, and support talent teams to carry out research projects or transform results.
Application conditions:
1. The team leader has worked in Jinshan for less than 3 years, generally under the age of 50, signed a three-year or more labor (employment) contract with the employer, paid employee social insurance in Shanghai as required, and paid personal income tax in Jinshan, and The annual income is three times higher than the city's social average salary in the previous year;
2. Team members should have practical work experience in projects, product and technology development, etc., and have outstanding research results and results transformation performance;
3. The professional structure of team members is reasonable, and they are relevant and complementary in technology, application, engineering and other links.
The company where the team belongs must have a high degree of economic and social contribution or a good development prospect, and meet one of the following two conditions:
1. Science and technology enterprises such as high-tech enterprises, Shanghai Science and Technology Little Giants (cultivation) enterprises, and science and technology enterprises that have obtained district-level and above science and technology projects;
2. Other high-quality enterprises that have been identified as being in line with the development orientation of key industries in the district, and whose registration, business and tax payment locations are all in Jinshan District.
In addition to meeting the above conditions, the talent team must be responsible for or participate in relevant innovation projects of the employer.
Implementation and Management:
According to the actual situation of the team, a team building support of 300,000 yuan or 600,000 yuan will be given for scientific research innovation and improving the working and living conditions of team members. The project implements a two-year contract target management. Within 60 days after the contract expires, the applicant unit submits a written application for acceptance and a summary report to the District Science and Technology Commission, and the District Science and Technology Commission organizes experts or entrusts an evaluation agency to inspect and accept.
Article 15 (Salary Support for Scientific and Technological Talents)
Support object:
Support high-level innovative talents and core personnel in the team who have a master's degree or above, hire deputy senior or above professional technical positions, or have senior technician professional qualifications, engage in core technology research in a professional field or have independent intellectual property rights in technology companies .
Application conditions:
Talent declaration must meet one of the following conditions:
1. Those under the age of 35 shall pay personal income tax in Jinshan according to regulations, and their annual income shall be twice the average social salary of the city in the previous year;
2. Those who are over 36 years old and under 50 years old shall pay personal income tax in Jinshan according to the regulations, and their annual income shall be three times higher than the average social salary of the city in the previous year. (Extremely outstanding high-level talents above the city level can relax the age limit)
The unit of the talent is a field-based technology enterprise, the enterprise has a high degree of economic and social contribution or has a good development prospect, and meets one of the following conditions:
1. Science and technology enterprises such as high-tech enterprises, Shanghai Science and Technology Little Giants (cultivation) enterprises, and science and technology enterprises that have obtained district-level and above science and technology projects;
2. It is recognized that it is in line with the development orientation of key industries in the district, and its registration place, business place and tax payment place are all in Jinshan District, and it is a high-quality enterprise with development potential.
Implementation and Management:
Enterprises can obtain talent salary support quotas according to actual conditions, and talents can obtain corresponding support quotas based on evaluation scores. In principle, the maximum amount of funding per person per round should not exceed 80,000 yuan, and the funding will be implemented in accordance with the principle of "one-time review, two-year appropriation"; Individuals can rely on their companies to apply for funding every two years.
Chapter VI Supplementary Provisions
Article 16 (Execution Standards)
The use and management of all project funds in these implementation rules shall be implemented in accordance with the "Jinshan District Science and Technology Innovation Fund Management Measures".
Article 17 (Enforcement date and validity period)
These implementation rules will come into force on March 14, 2023 and will be valid until May 14, 2024. If other relevant provisions are inconsistent with these detailed implementation rules, these detailed implementation rules shall prevail.
