Abstract: The 2017 China Conference on Artificial Intelligence (CCAI 2017) was grandly held at the Hangzhou International Conference Center. The founder of CCAI, Academician of the Chinese Academy of Sciences and Vice Chairman of the Chinese Society for Artificial Intelligence, Academician Tan Tieniu delivered a live speech at the main venue on the first day of the conference.
From July 22nd to 23rd, the 2017 China Artificial Intelligence Conference ( CCAI 2017 ) was held in Hangzhou International Conference Center.
The initiator of CCAI , Academician of the Chinese Academy of Sciences and Vice President of the Chinese Society for Artificial Intelligence, Academician Tan Tieniu delivered a speech at the opening of the conference. He particularly talked about the "New Generation Artificial Intelligence Development Plan" just released by the State Council. The full text of Academician Tan's speech is as follows:
Dear Chairman Li Deyi, colleagues and friends, good morning!
At such an important historical moment as the State Council just released the "New Generation Artificial Intelligence Development Plan", we are very happy to come to the fiery Hangzhou, gather by the beautiful West Lake, and participate in the 3rd China Artificial Intelligence Conference. I would like to first respond to Chairman Li Deyi and extend a warm welcome to all of you.
Two years ago, in accordance with the work arrangements of the Chinese Society for Artificial Intelligence, under the leadership of the chairman, especially with the help of many colleagues, I was honored to be commissioned to initiate the establishment of the China Artificial Intelligence Conference. I'm particularly encouraged by the great popularity of the venue today. The China Artificial Intelligence Conference has only been established for two years. This is the third one. It has become a brand conference in the field of artificial intelligence in our country, and has received extensive attention from domestic and foreign academic circles, in fact, including the industry. I think this is also an important contribution made by the Chinese Society of Artificial Intelligence to our field.
大家注意到我们这个大会的名字还是比较低调的，当然以“中国”两字打头也不低调，叫“中国人工智能大会”，没有“全球”或“世界”两个字在里面，但是大家可以从日程上看到我们这两天会议的演讲者来自于世界各地，是一个名副其实的国际化的特邀嘉宾的一个团组，另外我们还有4个专题论坛。
如果大家觉得这两天的日程安排值得期待，这是许许多多的同仁们共同努力的结果。所以我首先要代表组织这次会议的各位同仁，对阿里巴巴集团、对蚂蚁金服给予这次会议的支持表示感谢！也要感谢另外两位大会zhuxi，阿里巴巴技术委员会zhuxi王坚博士，香港科技大学杨强教授，我想特别感谢这次会议的两位程序委员会zhuxi，蚂蚁金服的副总裁漆远博士，还有南京大学的周志华教授。刚才李理事长的致词非常简洁，但是他还有一个50分钟的报告。他说我可以多讲一点。
前面提到，这个会是由中国人工智能学会发起主办，这次主办方还有阿里巴巴集团以及蚂蚁金服，承办方是我们三年的合作伙伴CSDN，还有国内人工智能领域重要的研究机构中国科学院自动化研究，具体承办工作也得到了大量的其他机构、媒体界和其他朋友的大力支持。
我前面提到了两个程序委员会zhuxi尽职尽责，邀请到了这么多的专家，还有四个论坛，大家也注意到四个论坛的5位zhuxi和每个论坛的演讲者们都是青年学者，像我这个年龄已经算大的，这也是我国人工智能发展的希望。
在组织会议的过程中，还有我们学会秘书处的各位同仁，特别要提到的是三位组织委员会的zhuxi，我们中国人工智能学会的秘书长王卫宁老师，还有副秘书长董晶博士，蚂蚁金服的李津先生。CSDN我已经提到了，可能还有漏掉一些人没提到，我建议我们首先以热烈的掌声对所有为组织这次会议做出贡献的各位同仁、各个机构，包括新闻媒体的朋友们，表示衷心的感谢！
最后几句话我不能不提，刚才理事长已经提到了，国务院刚刚发布的《新一代人工智能发展规划》。大家知道是7月20号发布的，只过了两天时间，大家在媒体上一定看到了，已经引起了国内外的广泛关注和媒体的积极响应。
规划发布后，很多记者朋友找到我说能不能采访，我就借这个机会简单说两句。毫无疑问这样一个规划的发布，是党中央国务院准确把握新一轮科技革命和产业变革大趋势，着眼于建设世界科技强国推出的重大战略举措，显然是我们国家的一件大事，是中国科技界的一件盛事，我觉得更是中国人工智能领域的一件大喜事。
我想规划的实施一定会有力推动我国人工智能事业的发展，掀起人工智能新的热潮。在新的热潮下，我觉得我们尤其要保持清醒的头脑，吸取人工智能61年发展的教训，当然也有经验，切忌借这个机会圈钱圈地，一哄而上，给人工智能设定不切实际的目标，提出过高的期望。我们知道，人工智能不是万能，人工智能还有很多不能，我觉得设定科学的、可实现的目标非常重要，所以我衷心希望各位同仁用好这两天的时间，交流学术思想，探讨学科前沿，破解发展难题，共同为我们国家这个规划的实施落地，开花结果，推动我们国家真正成为世界人工智能创新中心而努力奋斗!
