I recently used idea on ubuntu16.04, but I couldn't input Chinese. After testing, adding the following two lines to the idea.sh file in the bin directory of idea can solve the problem that Chinese cannot be input:
export XMODIFIERS = @im = fcitx
export QT_IM_MODULE=fcitx
