The transaction volume of used cars, from the data in recent years, can be seen at an alarming rate. Such a large market is bound to require a large number of professional assessors. At present, in the second-hand car market, there are sometimes information asymmetry, quality fraud, price fraud and so on. In view of the above problems, this paper analyzes how to scientifically identify used cars and how to make fair and just objective evaluations.
In 2005, the "Administrative Measures for the Circulation of Used Vehicles" jointly issued by the Ministry of Commerce and other four ministries (bureaus) gave a clear definition. Second-hand cars refer to cars, trailers, and motorcycles that are traded and their ownership transferred from the completion of the registration formalities to the completion of the national mandatory scrapping standards. Appraisal of used cars refers to professional appraisal and evaluation personnel in accordance with specific economic behaviors and statutory evaluation standards and procedures. Use scientific methods to conduct procedures and license inspections, identification of technical conditions, and valuation of used cars. According to the definition, it is divided into three steps: the first step, the inspection of procedures and licenses; the second step, the technical appraisal; the third step, the value evaluation.
