From the analysis of the content of the "Outline", the construction of government big data has been raised to the level of "a new driving force for economic transformation and development". From the perspective of policy implementation, the "Outline" provides both a "timetable" and a "roadmap". It clearly proposes to "form a cross-departmental data resource sharing and sharing pattern by the end of 2017" and "build a unified open platform for national government data by the end of 2018" , which makes open government big data within easy reach.

However, in order to make significant progress in 2018 , not only must we follow the content of the "Outline", but we may also need to break through the "three barriers" in terms of action and awareness.

 

The first level is to eliminate "islands"

Most of the government's information platform construction is developed from departments. Major departments have their own private networks, and even different departments and bureaus under the same ministry have different data information systems, which requires system integration or data sharing. The systems are isolated from each other, resulting in the inability to share and exchange data and information, and the problems of repeated construction and collection are more prominent, thus forming some information "islands" .

How can silos be eliminated?

The second level is interconnection

Interconnection not only means that resources must be "checkable" when placed on the same platform, but also requires that the related data content and data structure must have a strict logical connection in order to achieve "transferability" that can be updated in real time.

For example, population information involves multiple departments such as health, social security, public security, statistics, and taxation, and enterprise information involves multiple departments such as industry and commerce, taxation, economics and credit, quality supervision, and statistics. Inconsistencies in scope, data format, etc., may make it difficult to trace and convert. For example, if a person’s natural changes in life, old age, sickness and death, or the business activities of an enterprise’s profit and loss, if only reflected in one data system but lag or mismatched in other data systems, it will not only easily lead to data “fights”, but also It is impossible to use the three-dimensional information of individual units to support government governance, residents' life and business operations.

In the open construction of government data, hardware construction has never been a bottleneck, and breakthroughs in software construction have become the key to open development. The "establishment of a standard and normative system" proposed in the "Outline" has directly pointed to the core of the problem. This includes establishing normative standards, including promoting the formulation and implementation of key common standards such as data collection, government data opening, indicator caliber, classification catalog, exchange interface, access interface, data quality, data transaction, technical products, security and confidentiality. For the huge government data system, this is a daunting task that has to be broken through.

Judging from the steps arranged in the "Outline", information systems such as Golden Tax, Golden Pass, Golden Finance, Golden Audit, Golden Shield, Golden Hong, Golden Insurance, Golden Earth, Golden Nong, Golden Water, and Golden Quality may be the first to realize data sharing through a unified platform and exchange.

 

The last level is service awareness

This is the "heart door" to open up government data. The reason why it is difficult to open some departmental data is that the outside world thought that some people may regard national data as departmental data, and turn national information into an extension of departmental power, thus forming a departmental monopoly on data resources. However, the report of the 18th National Congress of the Communist Party of China has put forward the proposition of "service-oriented government". Without the support of an integrated background government system, it is impossible to provide high-quality government services. Therefore, in terms of data, all localities and departments may have to rethink the big articles of "she" and "get". Data must be connected to generate value, and departments must be shared to achieve scientific decision-making of "speaking with data, making decisions with data, managing with data, and innovating with data".
