Global IP address allocation is managed by IANA (Internet Assigned Numbers Authority), the official website is: Internet Assigned Numbers Authority

However, IANA is not responsible for specific address allocation. The specific address allocation is managed by several Internet centers under it, including APNIC (Asia-Pacific Internet Network Information Center), AFRINIC (African Internet Information Center), ARIN (North American Internet Number Registration Center) , LACNIC (Latin American Internet Information Center), RIPE NCC (European Network Information Center) are responsible for specific IP address allocation.

In theory, the attribution of all IP addresses can be found from the above several central websites, among which the APNIC query page is: APNIC - Query the APNIC Whois Database

Arguably, most of the raw data in IP databases comes from here.

However, only the information described by the IP address applicant can be queried here. In fact, the specific street, campus, dormitory, etc. cannot be accurately determined. Moreover, IANA is only responsible for allocation, not for managing how to use the specific IP address. So, in theory, a completely accurate database of IP addresses simply doesn't exist. For example, our company's intranet also uses a public IP address (yes, foreign companies are so rich, and there are too many IPs to use up), but it is also correct to say that my IP belongs to North America, and it is also correct to say that it is China.

It should be noted that any IP address database with precise building numbers, streets, and campuses is not necessarily accurate, but has been manually corrected. If one day the Internet access provider changes the IP address allocation strategy, then This database is not allowed.
