The 2020 China Communication Industry List takes "capability and innovation under new infrastructure" as the theme, and uses a scientific and objective evaluation system and selection process to select the top 50 Chinese local operators in the China Communication Industry List for 2019-2020, and China Communication Technology Equipment Services Top 100 business operators, Top 50 Chinese Industrial Internet, Top 10 Chinese Virtual Operators.

The evaluation indicators of this year’s telecommunications industry ranking include four dimensions : technical capabilities, market capabilities, service capabilities, and management capabilities . On this basis, various professional rankings have different secondary indicators according to different fields, including: new infrastructure technical capabilities and innovation, standards Patent contribution, market share, sales, industrial chain collaboration, user satisfaction, industry application capabilities, etc. After several rounds of discussion, the review team finally selected the professional rankings.

Guangdong Mobile, Guangdong Unicom, and Guangdong Telecom were among the top 40 provincial-level operators in China for 2019-2020; Guangzhou Unicom, Shenzhen Mobile and Shenzhen Telecom were among the top 10 regional and municipal operators in China for 2019-2020; Huawei, ZTE, Nokia Bell and Ericsson were selected as one of China's top 100 communication equipment technology service providers; Haier, Dongfang Guoxin and UFIDA were ranked among the top 50 in China's industrial Internet; Snail Mobile, Sharing Communication and Yuante Communication were among the top ten virtual operators.

The Central Economic Work Conference held in December 2018 proposed to "accelerate the pace of 5G commercialization and strengthen the construction of new infrastructure such as artificial intelligence, industrial Internet, and Internet of Things", and "new infrastructure" entered the industry's vision for the first time. The 2019 government work report requires "strengthening the construction of a new generation of information infrastructure." The 2020 State Council executive meeting clearly stated that "introduction of new infrastructure investment support policies such as information networks". More than 10,000 projects were launched in 22 provinces, and the total investment in new infrastructure exceeded 33 trillion yuan.
