先检查系统是否有开启windows powershell3.0
打开控制面板 —— 程序和功能 —— 启用和关闭windows功能 —— 开启 net3.5 和windows powershell3.0。
如果找不到windows powershell3.0
在微软官网搜"windows powershell 安装"找到对应系统版本进行安装，由于我找了很久没找到就选择了重装系统，重装系统之后再安装SQL Server 2019一路顺畅，毕竟win10系统自带windows powershell。
SSMS 18.0 安装好一打开就会发生闪退
打开你安装SSMS 18.0的路径（我是安装在了D盘，你安装在哪里就在哪里找，以下路径以默认安装时的路径为例）：
C:\Program Files (x86)\Microsoft SQL Server Management Studio 18\Common7\IDE\PrivateAssemblies\Interop，
找到文件：Microsoft.VisualStudio.Shell.Interop.8.0.dll并且将它复制到
C:\Program Files (x86)\Microsoft SQL Server Management Studio 18\Common7\IDE\PublicAssemblies，
如果还不行就将.NET framework更新到最新版本。
