How do you open telnet with CMD on Vista or Windows7?

Start -> Control Pannel -> Uninstall a program -> Turn Windows features on or off (left panel)

A few momments later, a list of options will apear. Near the bottom, "Telnet Client" will appear. You can check it and click OK. This will install "telnet" from the command line console.
