主題の要件：

図のようにフォームをデザインします。ウィンドウは自動的に画面の中央に配置されます。サイズは調整できません。最小化ボタンと最大化ボタンは使用できません。ウィンドウのタイトルは「煙台大学」です。フォームにボタンとラベルを配置します。ボタンをクリックすると、現在のシステム時刻がラベルに表示されます。
