In general, ROS1 and ros2 Feature Pack for Linux by porting the code can be applied to windows system .

Cozmo and Tello, tested also the perfect support ros1 and ros2 under win10.
Simulation cases such as Gazebo / Webots / V-Rep has windows version of the application, no more examples.
arduino also fully supports ros1 and ros2 used in windows.
GitHub source package can be compiled in accordance with their own or ROS1 & 2 official website given realization, if error, based on hints to determine if that resolves.
