We selected server system Windows2008R2, this system's FTP service is integrated into the WEB services in IIS7.5, and therefore need to "Server Manager" in the "Add Roles Wizard", select the "WEB server" role FTP server. 
Then the next step, can be installed.
Next, create an FTP site
default does not create an FTP site, by default, IIS Manager, a Web site only, the following create a new FTP site.
① Click the right side of the "action" panel "add FTP sites" option, start the "Add FTP site" wizard. 
② a name for the site, and specify the primary FTP site, FTP default home directory is C: inetpubfprot.
③ specify the IP address and port number of the site, as yet to have an SSL certificate, so the SSL is set to "no."
Check the "Anonymous" and "basic" check box in the "Authentication", that enable anonymous authentication and basic authentication. Also authorize all users have read access. Click Finish "button to complete the site creation.
We even built over the site.
Finally, we tested the client.
In the first FTP site where the file folder to create a file 
and then the client Windows Explorer or IE browser to access the FTP server 
successfully tested!
FTP server can not shoot the wrong upload failure:
① Check the FTP root directory of the file name is normal (do not use Chinese characters);
security attributes ② whether to open the folder read and write permissions for anonymous users;
③ delete a folder rebuild.
