Bai Baoxing, Ph.D., professor, doctoral supervisor, academic leader of the first-level discipline authorized by Changchun University of Science and Technology for the Ph.D. in Computer Science and Technology. He once served as the vice chairman of Jilin Province Computer Basic Education Research Association, vice chairman of Jilin Province College Computer Common Course Professional Committee, director of the Computer Department of Changchun Institute of Optics and Mechanics, deputy dean of the School of Computer Science and Technology of Changchun University of Science and Technology, and deputy director of Changchun Institute of Electronic Science and Technology. Dean. He is currently an expert on the Jilin Provincial Information Expert Advisory Committee, a director of the Jilin Provincial Computer Society, and a director of the Jilin Provincial Image and Graphics Society. Director of the Academic Committee of Changchun Institute of Electronic Science and Technology and Dean of the School of Information Engineering.

In terms of teaching, in addition to teaching undergraduates, he has taught many postgraduate courses such as digital image processing, pattern recognition, and virtual and reality technology, and has supervised a total of 92 doctoral and master students. He was the person in charge of two outstanding courses in Jilin Province and twice won the second prize for outstanding teaching achievements in Jilin Province. In terms of scientific research, he has been engaged in intelligent detection, pattern recognition and image processing. He has hosted or participated in research projects of national ministries and commissions and Jilin Province for many times, filling the domestic gap in intelligent pipeline detection. Won one China National Defense Science and Technology Award and one China Ordnance Industry Group Science and Technology Award. In terms of scientific treatises, he has authored one monograph and edited six textbooks as the first author. He has published a number of academic papers related to this major in academic journals such as "Journal of Ordnance Industry", "Journal of Instrumentation", "Journal of Chinese Imagery" and International Conference Proceedings, 24 of which were included in EI retrieval.

Pierluigi Siano is Full Professor of Electrical Power Systems and Scientific Director of the Smart Grids and Smart Cities Laboratory with the Department of Management & Innovation Systems, University of Salerno.

Since 2019 he received the award as Highly cited Researcher by ISI Web of Science Group.

According to the study conducted by some Stanford University researchers, it has been included in the ranking of 100 thousand international scientists, belonging to different disciplinary fields and with greater scientific impact. The investigation was conducted by some Stanford University researchers who, starting from the SCOPUS database containing the list of scholars of the world classified by scientific production, developed a composite indicator that takes into account all possible bibliometric parameters (h index, number publications, citations, journal relevance, sector relevance, etc.), in order to generate a wider ranking, focused on the scientific relevance of scientists, in relation to the activity of the last 23 years.

He is Full Professor of Electrical Energy Engineering and Scientific Director of the Smart Grids and Smart Cities Laboratory with the Department of Management & Innovation Systems, University of Salerno.
His research activities are centered on demand response, on the integration of distributed energy resources in smart grids and on planning and management of power systems.
He has co-authored more than 450 papers including more than 200 international journal papers that received more than 7600 citations with an H-index equal to 44.

Dr. Wenbing Zhao is a full Professor of Electrical Engineering and Computer Science (EECS) at Cleveland State University [CSU], Cleveland, Ohio, USA. He obtained his B.S. and M.S. degrees in Physics from Peking University, Beijing, China, in 1990 and 1993, respectively, and his M.S. and Ph.D. degrees in Electrical and Computer Engineering from University of California, Santa Barbara, in 1998 and 2002, respectively. Prior to joining Cleveland State University in 2004, Dr. Zhao worked as a post-doctoral researcher at University of California, Santa Barbara, and as a senior research engineer/chief architect at Eternal Systems, Inc. (now dissolved), which he co-founded in 2000.

Dr. Zhao has done research in several different areas, including distributed computing, computer and network security, blockchains, smart and connected healthcare, machine learning, Internet of Things, quantum optics and superconducting physics. Dr. Zhao's recent research has been funded by the National Science Foundation, US Department of Energy, US Department of Education, Ohio Bureau of Workers' Compensation, Ohio Department of Higher Education, Ohio Advancement Office (via the Ohio Third Frontier Program), US Department of Transportation (via CSU Transportation Center), Cleveland State University, and private companies.

Prof. Dr. Mohan Lal Kolhe is a full professor in smart grid and renewable energy at the Faculty of Engineering and Science of the University of Agder (Norway). He is a leading renewable energy technologist with three decades of academic experience at the international level and previously held academic positions at the world's prestigious universities, e.g., University College London (UK / Australia), University of Dundee (UK); University of Jyvaskyla (Finland); Hydrogen Research Institute, QC (Canada); etc. In addition, he was a member of the Government of South Australia’s first Renewable Energy Board (2009-2011) and worked on developing renewable energy policies.

Professor Kolhe is an expert evaluator of many prestigious international research councils (e.g., European Commission: Erasmus+ Higher Education – International Capacity Building, Royal Society London (UK), Engineering and Physical Sciences Research Council (EPSRC UK), Cyprus Research Foundation, etc.). In addition, many international organizations have invited him to deliver keynote addresses, expert lectures, workshops, etc. He has also been a member of many academic promotional committees.

Professor Kolhe has successfully won competitive research funding from the prestigious research councils (e.g., Norwegian Research Council, EU, EPSRC, BBSRC, NRP, etc.) for his work on sustainable energy systems. Ding Yuwei, male, Han nationality, born in 1983 in Changchun City, Jilin Province, associate professor, master's degree, senior engineer, information system project manager. Graduated from Changchun University of Science and Technology in 2006. He served as the director of Jilin Provincial Jima Information Technology Development Center and the deputy director of the Financial Information Department of Jilin Provincial Standards Research Institute. Currently, he is a teacher majoring in computer science and technology at the School of Information Engineering, Changchun Institute of Electronic Science and Technology.

He has long been engaged in the development of WEB application systems based on Java EE and .NET platforms, information system integration, and Internet of Things information technology applications. He has achieved multiple research results in the fields of food safety traceability and information service platform construction.

Paper publication

All submissions must be reviewed by 2-3 experts from the organizing committee. After strict review, all accepted papers will be submitted to the publishing house for publication, and then submitted to EI and SCOPUS for retrieval.

◆The paper should not be less than 4 pages.

In order to ensure the academic quality of this conference and attract more original high-level academic papers, the call for papers is now open. Researchers and students engaged in electrical, electronic and computer engineering research and application teaching are welcome to submit papers.

Precautions:

1. Accepted papers must be registered on time. Late registration will not be published.

2. The paper must be formatted according to the conference paper template and should not be less than 4 pages.

3. Accepted and registered papers must be read out at the conference site before they can be published; papers that have been registered but not attended and read out at the conference will not be published and the registration fee will not be refunded.

4. Papers should have academic or practical value and have not been published in domestic or foreign academic journals or conferences. Authors can check for plagiarism at their own expense through CrossCheck, Turnitin or other query systems. Otherwise, the author will be solely responsible for rejection caused by the duplication rate of the article. Papers suspected of plagiarism will not be published and will be posted on the conference homepage.

How to participate

1. Author participation: One author of an accepted article is allowed to attend the conference for free;

2. Guest speaker: Application for keynote speech will be reviewed by the organizing committee;

3. Oral speech: Apply for an oral report, the time is 15 minutes;

4. Poster display: Apply for poster display, A1 size, color printing;

5. Audience participation: You can only attend the conference without submitting papers, but you can also apply for speeches and presentations.
