There are many reasons why Windows cannot access the FTP service, but first of all, you must ensure that your service configuration is correct and users have access to resources.
firewall blocking
The server firewall is enabled, but it is not acceptable to ignore the client's firewall. Untrusted connections will be blocked. 
Turn on custom settings, then turn it off and that's it.
Explorer Access Go to Browser
After enabling the FTP folder view, it will no longer switch to the browser
element not found error
Open the control panel, find the Internet option, 
select the automatic detection setting, and then click OK 
. After checking, the error message that the element cannot be found will not appear.
Unable to establish connection with server
A large part of the reason is that the ftp function is not enabled. Control Panel->Program->Enable or Disable Windows Function 
to find the Internet Information Services option, open it to see the FTP server function, check all its contents, and then confirm.
Then find the TFTP Client function, check it, and then confirm.
The webpage cannot access the FTP service
In the advanced options in the Internet properties, check the passive ftp service.
