Recently, I received a bidding project. After the development is completed, the whole bidding process will be clarified. Let me briefly introduce the business process. The main business process can be divided into 3 stages:

  1. The tenderee establishes the bidding project and releases the bidding announcement
  2. Bidders participate in the bidding
  3. Announcement of bid opening and selection by the tenderee

The system can be divided into two sets, one is used by the bidding party (corresponding to the first and third stages), and the other is used by the bidder (corresponding to the second stage).

  1. Project library
    The project library is to add a piece of data to record the name, number, responsible person information, etc. of the project library (you have the final say on which fields this table needs to have)
  2. Bidding project
    The relationship between the bidding project and the project library is the relationship of ownership. When creating a bidding project, record which project library the project belongs to (similar to the parent company that can have multiple subsidiaries, the existence of the project library is convenient for the tenderer to manage the bidding project, so the project library does not have to exist). The bidding project table mainly includes fields such as project name, serial number, bidding method, responsible person information, deadline for registration, deadline for bidding, and project library to which it belongs. In addition, when creating a bidding project, one or more bidding packages will be hung under the bidding project (usually one, there may be several bidding packages for large projects, and the bidding party decides to set up several bidding packages). The meaning of the bid section can be understood as an apple divided into several pieces so that multiple people can enjoy it. As for the purpose of division, it can be understood that one person cannot finish one apple at a time or one person can finish half of the apple faster. The bid section table mainly includes fields such as the name of the bid section, number, share or amount of the bid section, and the bidding project to which it belongs.

  1. Bidding announcement/invitation letter
    The bidding announcement is a bidding notice released to the outside world, so that bidders can see the bidding project on the official website of the bidding party. The bidding announcement includes the basic information of the project, contact information, registration deadline, bidding deadline, registration conditions, what materials need to be submitted, etc. The specific content is edited by the bidding party for publication. At the same time, it is necessary to upload the attachment of the bidding documents, which should be more detailed. If the bidding document of the tenderee is free, the bidder can download it directly. If the bid is charged, the bidder will naturally download it after paying the fee. The essence of the invitation letter is also a bidding announcement, but we will call it an invitation letter and it will not be announced to the public. Only specific people can see the invitation letter. The invited bidders will decide whether to participate in the bidding after receiving the invitation letter. When establishing a bidding project or issuing a bidding announcement, the bidding party will specify in advance which bidders to invite, and record these people in an invitation form, and then send the invitation letter according to this form.
  2. Bidders sign up and participate
    Bidders sign up from the sign-up portal. When sign-up, they can choose one or more tender packages for sign-up. No sign-up is allowed after the set sign-up time. Registered bidders shall be recorded in the registration form for him
  3. Fee payment Fee
    payment mainly refers to security deposit and other fees. The security deposit is similar to the deposit for renting a house. Generally, you will be required to pay a security deposit. If you fail to win the bid, it will be refunded to you. However, if you do not submit the bid or withdraw the bid in the middle, or abandon the bid after winning the bid, the security deposit will be confiscated. The security deposit can be paid online, or it can be cash on the spot or transferred offline to the transfer voucher. If you do not pay a deposit, you can also use a mortgage letter or a letter of guarantee (a letter of guarantee issued by a third-party institution such as a bank based on your assets, reputation, etc.) instead, depending on what the tenderee requires.   4. Download the bidding document
    If you need to pay the fee in front, you must pay the money before you can get the bidding document. If you do not need to pay, you can directly download the tender documents. In order to follow up the progress of the bidder, it is also possible to consider adding a download record sheet.
  5. Asking Questions
    After getting the bidding documents, if you don’t understand or have doubts about the contents of the bidding documents, you can consult online, similar to QQ message boards and Moments comments. But in practice, everyone may think that telephone communication is more efficient... This involves a question record table. The question and reply can be stored as two fields.
  6. Answer
    In the previous step, a bidder asked a question, and the tenderee gave a reply.
  7. Supplementary Announcements
    Supplementary announcements issued by the tenderee, such as clarification in the tender announcement, supplementary explanations, announcement of unqualified bidders, plans to advance/delay registration time and bidding time, terminate the project, etc.
  8. The bidder submits the bid document.
    The bidder writes the bidding document according to the bid inviter's bid and submits it to the bid inviter. The bid document is usually a scanned copy of the paper version in PDF or compressed package with the official seal. I saw on TV that the bidding documents submitted offline were bound like a book with a thickness of seven or eight centimeters, and some bidders even prepared a stack of such books. This shows that the content is very large, so the submitted PDF package may also be a large file, so you must consider whether the response timeout will occur after the time spent on uploading the file.
    For the sake of fairness and security of bidding, bidders' bidding documents can be processed with electronic signature, CA certificate, file encryption, etc., to prevent disputes and leakage of secrets by individuals within the bidding party. Of course, if you do this, it will be a lot of work, because it involves connecting to third-party interfaces and encryption and decryption of files. After submitting the bid document in this step, it is recorded in the bid document submission record table, which mainly includes bidder information, submission status, storage address of the document, etc.
  9. Bid
    opening Bid opening is when the closing time set by the project is up. At this time, all bidders have submitted their bidding documents, and the tenderee will check the content of all bidders' bidding documents in a unified manner. If the file is encrypted, it will naturally need to be decrypted before it can be viewed. The content of the tender document will generally include the letter of commitment, quotation, qualification certificate, payment voucher, power of attorney and other information. If the project has multiple bid packages and requires separate submission of bid documents, you can open bids one by one according to the bid package, of course, you can also open all at once. It depends on how the tenderee designs this process. The bidding documents are all opened uniformly, and it is not allowed to secretly open someone’s bidding document to check the quotation before the closing of the bid and then leak it to other bidders, including offline on-site bid opening, and paper bidding documents are also sealed with a seam seal.
  10. Bid evaluation Bid
    evaluation is to select and score the bids, and whether to recommend who wins the bid. The evaluation is carried out by the commissioner or expert of the tendering party. The evaluation criteria are of course determined by the tendering party. If it is an online automatic bid evaluation, the more standards there are, the more complicated the implementation logic will be. In this step, there are online and offline bid opening and evaluation. The time and place will be fixed offline. Generally, it will be stated in the bidding announcement, and bidders can participate on the spot. Online is basically just waiting for the results or holding a video conference or something.
  11. Determine
    who will win the bid according to the bid evaluation results, and determine the quotation, winning bid amount and proportion, etc.
  12. Bid Winning Publicity
    The results of the bidding are publicized, and the specific publicity time is determined by the tenderer, generally at least 3 days. The publicity will explain the bid winning results, including detailed information such as who won the bid and the amount quoted. Those who do not win the bid and have objections may file for reconsideration.
  13. Bid Winning Announcement
    After the public announcement period, the results of the bid will be finalized. Issue a formal announcement to inform the result of winning the bid, and the content of the announcement is not much different from the announcement of winning the bid.
  14. Winning bid results
    The bidders will be notified of the results by telephone or internal notification information on the official website. The winning bidder will issue a notice of winning the bid (which section you won and the amount of the bid, issue a deposit invoice, etc.), and those who did not win the bid will send a letter of thanks (regretfully not winning the bid, thank you for the bid, etc., and refund the deposit). The copy content of the bid winning letter and the bid thanking letter is also determined by the tenderee itself.
  15. Bidding is complete. If the winning bidder abandons the bid, the status of the project can be changed to the stage of bid evaluation and bidding, and then continue to execute, and re-select the successful bidder. Of course, for abandoning the bid, it is generally necessary to explain the reason and the deposit handling to the tendering party, and the tendering party will notify other bidders. If the tenderee re-opens the project for bidding, it will definitely take more time, because a project must reserve sufficient time for each link, and the bidder has to pay again, and the bid evaluation is also a time-consuming link.

Among them, bidding announcements, bid winning announcements/announcements/notifications, bid thank you letters, etc., in order to avoid writing every project, it is generally considered to make a default copywriting template, so here involves a template table and automatic replacement content. Regarding the payment, if it is online payment or online refund, it will involve third-party payment such as WeChat and Alipay. This function is also simple. If the bidding project is of the pre-review type, there will be several more steps in the process. After the tenderer pushes his project information, he can see the project he released on the China Bidding Network, thereby attracting more people to participate in the bidding. But docking with the bidding network is also a relatively heavy workload. The bidding network requires to push the project library, bidding projects, bidding announcements/invitation letters, bid opening record details, bidders, etc. There are also requirements for each field in each interface. If the bidding network requires it, but we do not have it, we need to fill in the fields. Bidding.com needs to deploy a front-end processor (which can be understood as a micro-service) on our server. The data in our project query library assembles messages and pushes them to the front-end processor according to the requirements of the interface document. The program on the front-end processor will check the data specification of the message according to the xsd file. After passing, it will generate an xml file and send it to the bidding network, and then return the result "received successfully" or a specific error message (usually because the required fields are missing or do not meet the specifications, that is, they have not passed the xsd verification, and those that pass the verification will basically be pushed successfully)
