After booting up or reconnecting after disconnecting from the network, the system will automatically open the default browser (whether it is IE, Google, or other browsers).
Solution
Method 1. Reset IE settings
Reset IE steps:

Close all Internet Explorer windows.

Method 2. Disable Test Internet Network Activity
