[Purpose/Significance] Under the background of the construction of smart libraries, explore the strategies of basic public cultural digital services to promote the construction of smart libraries in universities, in order to provide reference for the construction of smart libraries in my country. [Method/process] Select university libraries and public libraries in some provinces (autonomous regions, municipalities) in my country as research objects, analyze the problems existing in the construction of smart libraries in universities from the perspective of basic public cultural digital services, and analyze Make relevant suggestions. [Result/Conclusion] The research found that the basic public cultural digital service resources are rich in types, but there are problems such as insufficient resource development and utilization, low degree of sharing, and lack of awareness of intellectual property protection; colleges and universities have insufficient attention and professionalism in the construction of smart libraries. There are problems such as lack of talents, insufficient investment in infrastructure, and lagging behind in the construction of intelligent service platforms. Basic public cultural digital services can help university smart libraries realize the following functions: (1) help the infrastructure construction of university smart libraries; (2) help the intellectual property protection of university smart libraries; (3) help university smart libraries The construction of intelligent service platform; (4) The innovative service mode of assisting the intelligent library of universities. For this reason, in basic public cultural digital services, the type and service content of digital resources should be clarified, and a complete digital resource system should be constructed; a basic public cultural digital resource sharing mechanism should be established and improved; investment in smart library infrastructure should be strengthened; The function of the library information service platform strengthens the innovative service model of the smart library of universities.
Research design
This study is based on "Guiding Opinions of the Ministry of Education on the Development of College Libraries During the "13th Five-Year Plan" Period", "Notice of the State Council on Printing and Distributing the "13th Five-Year Plan" of the National Basic Public Service System" Guided by the "Guiding Opinions on the Transformation of Chinese Culture", combined with national policies and data, from the perspective of basic public cultural digital services, taking university libraries and public libraries in some provinces (autonomous regions, municipalities) in my country as research objects, collecting and analyzing the Problems in basic public cultural digital services and problems in the construction of smart libraries. Among them, colleges and universities refer to ordinary undergraduate colleges and higher vocational colleges, including public colleges and universities, private colleges and universities and independent colleges; public libraries refer to public libraries in all parts of my country and libraries above the county level, including city and county public libraries, Township (street) comprehensive cultural stations, village (community) comprehensive cultural service centers, farmhouse bookstores, etc. A total of 30 relevant documents were collected in this study, including 12 papers, 13 periodicals, 8 newspapers and 1 patent.
Survey Results and Analysis
In the "National Basic Public Cultural Digital Service Platform", there are public libraries in 4 regions, university libraries in 5 regions, and public cultural institution websites in 1 region (see Table 1). In addition, two questionnaires were designed: one is "Questionnaire on the Construction and Application of Basic Public Cultural Digital Service Platform", a total of 20 questionnaires were distributed, and 19 valid questionnaires were returned; the other is "About Basic Questionnaire on the Construction and Application of Public Cultural Digital Service Platform", a total of 10 questionnaires were distributed, and 8 valid questionnaires were returned. The effective recovery rate of the two questionnaires was 92.71%. It can be seen from Table 1 and Table 2 that although there are differences in the construction level of basic public cultural digital services between regions and universities, on the whole, most regions and universities have the ability to carry out basic public cultural digital services.

As a kind of digital resources, basic public cultural digital services include digital cultural resources and digital cultural services. Digital cultural resources refer to the digitization technology of digital cultural resources, mainly including digital libraries, online reading platforms, digital education resources, etc.; Digital cultural services refer to providing users with diversified digital cultural services based on the needs of users and by means of networking [12]. The construction of smart libraries in colleges and universities is centered on colleges and universities, with books, periodicals, newspapers, etc. as basic resources, and information technology as a means to realize the intelligent construction and management of smart libraries in colleges and universities [13]. The construction goals of basic public cultural digital services and university smart libraries are consistent, and the deep integration and coordinated development of the two can be realized [14]. Basic public cultural digital services and university smart libraries are complementary in function, and the integration of the two can promote the construction and development of university smart libraries. In order to achieve the goal of basic public cultural digital services boosting the construction of smart libraries in universities, this paper puts forward the following strategic suggestions.
