China's Local Fiscal Expenditure Performance Evaluation System (2007-2020)

 Abstract: The budget embodies the country's strategy and policy, fiscal expenditure is the concentrated expression of budget execution, and its performance reflects the effect of national strategy and policy implementation. Based on this, on the basis of summarizing the main problems of China's current fiscal expenditure performance evaluation, and constructing 5 first-level, 14 second-level, and 31 third-level evaluation index systems according to the new development concept, using the provincial data from 2007 to 2020, combined with The non-radial super-efficiency SBM model and the two-stage technology frontier method are used to construct the BM index. This paper evaluates the performance of China's local fiscal expenditure from the perspective of output and benefit from the dynamic and static dimensions, and summarizes its characteristics. The research found that: (1) From a dynamic point of view (cross-time comparison of various provinces), China's local fiscal expenditure performance showed three stages: continuous decline from 2008 to 2011, steady rise from 2012 to 2017, and slight decline after 2018; (2 ) The changes in the performance of local fiscal expenditures show a certain periodicity, and the overall performance is better in the year before and in the year before the provincial party congress, as well as in the stage of increasing financial pressure and government debt issuance; (3) Static Looking at (horizontal comparison between provinces), there are obvious differences in the fiscal expenditure performance of each province. From the perspective of ranking, provinces such as Beijing and Guangdong are stably in the first camp, while provinces such as Guizhou and Hebei have a large room for improvement, and the inter-provincial differences generally fluctuate Upward trend. The conclusion of this paper shows the effectiveness and problems of my country's fiscal expenditure, and has some enlightenment for the direction of deepening the reform of the budget management system.
