3. Supporting policies
1. Register and pay taxes in Putuo District, and comply with the national, municipal and Putuo District policy guidance, influential or fast-growing "Internet +" enterprises, according to the technical capabilities and growth of enterprises, etc., a one-time payment of no more than 100,000 yuan will be given sex rewards. Give priority support to "Internet +" enterprises that play a greater role in driving regional industrial development.
2. Enterprises that have already received project support from municipal and district science and technology giant enterprises will not enjoy this policy repeatedly.

March 23, 2022 - April 25, 2022
5. Application conditions
Enterprises applying for this special support project must be registered and established for more than one year, and meet the following conditions at the same time:
1. The number of R&D personnel of the enterprise shall not be less than 10% of the total number of employees of the enterprise in that year;
2. The total research and development expenses of the enterprise in the past three fiscal years account for no less than 5% of the total main business income;
3. The leading products of the enterprise conform to the industrial policy orientation of the country, city and Putuo District, have independent intellectual property rights (patents, software copyrights, integrated circuit layout designs or proprietary technologies, etc.), and have good market prospects;
4. Enterprises should have R&D departments or institutions (technical centers, laboratories, testing platforms, etc.), have relatively complete R&D plans and corresponding operating mechanisms such as intellectual property protection, talent training (including introduction), innovation incentives, and standardization system;
5. The main business income of the enterprise in the previous year was more than 6 million yuan, or the total profit was more than 2 million yuan;
6. The average growth rate of the company's main business income or net profit in the first three years is above 20% (if it is less than three years, fill in the actual year);
7. The enterprise has a strong management team, a sound financial system, a strong market adaptability, and a flexible incentive mechanism;
8. The enterprise operates legally and in a standardized manner, and has no major safety or quality accidents or serious violations of the law in the past three years.
6. Application materials
1. "Putuo District "Internet +" Enterprise Development Support Special Application Form" and "Putuo District "Internet +" Enterprise Application Brief";
2. A copy of the enterprise unified social credit code certificate (original);
3. Intellectual property rights, scientific research achievements, management systems, relevant qualification certificates, etc. of the enterprise;
4. The company's 2020 and 2021 financial audit report audited by an accounting firm, including the text of the audit report (with the seal of the accounting firm and the signature of a certified public accountant), financial statements (balance sheet, income statement or profit and loss statement, cash flow table), notes to the report;
5. Shanghai accounting firm classification management (A) or (B) certificate of the accounting firm that issued the audit report;
6. The value-added tax return and corporate income tax return for the last quarter or month of 2020 and 2021;
7. Approval documents, honorary certificates or other relevant certification materials from relevant municipal departments;
8. 2020 and 2021 Shanghai Digital Industry Operation System Statistical Annual Report (print online after filling out the report, https://szcy.sheitc.sh.gov.cn ).
