Solution:
Method 1: Run gpeidit.msc, then Windows Settings - Security Settings -> Local Policies - Security Options - System Secrets -> Use FIPS Compliant Algorithms for Encryption, Hashing and Signing - Set Disable
Method 2: Delete vs_installer.opc and then click vs_Community.exe to install
Method 3: Import the certificate file in the certificates directory and then install it ( pro-test feasible )
