There is no oracle database installed on this machine, so plsql cannot be started.
3. Solutions
Copy instantclient_10_2 to the installation directory of plsql --> copy the absolute path of oci.ll
Open plsql, do not enter the user name and password, just click Cancel
plsql will open the window --> point preference settings
Connect --> Enter the absolute path of oci.ll in the OCI library, and restart plsql.
