TC39 and Intellectual Property (IP)

How the TC39 works

TC39 is a technical committee of Ecma that creates and maintains ECMA-262, the standard for the JavaScript programming language, and several other JavaScript-related specifications, such as ECMA-402 ("International").

Meeting

The TC39 meeting is held every two months for three days. The meeting is mainly attended by representatives of Ecma member organizations. Members of non-member organizations invited by the Committee to TC39 meetings can participate in two ways:

"Invited experts" can participate in the discussion.
"Observers" can only listen to TC39 and cannot participate in discussions.

In practice, these two identities are often used for potential Ecma members and rarely for other purposes. In the TC39 meeting, we discuss proposals through a "stage" process , propose revisions, and advance proposals. When a proposal reaches Stage 4, we add it to the draft specification.
