solution:

The first step: open the task manager;

Right-click the taskbar and select "Task Manager"

Step 2: Open Cmd in administrator mode;

Menu bar|File|Run new task|Enter "cmd"|Check "Create this task with system management authority"|Enter

The third step: backup the registry;

Enter "reg export HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DoSvc d:\deliveryOptimization.reg" and press Enter

Step 4: Delete the registration form;
