Click on the small icon in the invalid taskbar on the win10 start menu to click on the invalid display settings and personalization cannot be opened

After the win10 update two days ago, the blue screen appeared when shutting down, and the start menu could not be opened after opening it again;

The options in the task bar at the bottom can’t be opened either; the desktop right-click to display settings and personalization can’t be opened, saying that it’s not related to anything.
