FIP-0009 changed this behavior, exempting the basic fee for the successful execution of SubmitWindowedPoSt, that is, no longer burning baseFee gasUsed (the actual usage of the basic unit price ), and returning the gas fee that was originally planned to be consumed in the successfully executed WindowPoSt to the miner. The result of this is that when message congestion is high, the cost of enabling new storage will increase, but the cost of proving existing storage will remain basically the same.
