上海市人民政府副秘书长陈鸣波在致辞中指出，近年来，上海集成电路产业实现了长足发展。上海IC设计、制造、装备、材料、封测等领域的发展在全国名列前茅。
陈明波表示，目前上海已聚集了600多家半导体企业，累计投资3000多亿元。自2016年以来，上海的工业增长率约为17%。与此同时，上海市政府高度重视信息通信技术领域的培训和人员吸引力，员工集中度约为40%。陈鸣波表示，随着户籍政策的开放，人才集中度将进一步提高。
