When the autonomous driving industry generally starts to consider removing the safety officers from Robotaxi, how should the competition in the smart car industry change?

Not long ago, the Ministry of Industry and Information Technology of the People's Republic of China issued a document officially announcing its support for Hunan (Changsha) to create a national-level car networking pilot zone. This is also after the licensing of Jiangsu (Wuxi) and Tianjin (Xiqing) on May 13, 2019 and December 20, 2019. , The third national-level car networking pilot zone awarded by the Ministry of Industry and Information Technology.

The orientation of the national policy is very obvious. If the autonomous driving test zone is the key to enter the industry competition, then the approval of the national-level car networking pilot zone will promote the urban industry to take the lead in the competition. This will also be a lot in the future. The direction that cities are striving to pursue for the development of the smart car industry.

1. From the test area to the pilot area, the smart car industry has entered a new stage of competition

About 5 years ago when the smart car industry just started, how to turn the concept of autonomous driving and smart cars from PPT into reality, complete technological breakthroughs, and make samples that can be demonstrated and implemented became the most urgent reality in the industry at that time.

Prior to this, a large number of road tests were an indispensable part of the research and development of autonomous driving technology, and closed field testing and verification were the prerequisites for autonomous driving vehicles to enter public roads for testing.

As a result, we can see that in order to participate in the competition of this emerging industry, many cities have built closed test areas to provide test environments for autonomous driving companies, issue test licenses, and provide policy support to "build a nest to attract phoenix." The way to form industrial clusters has become the path for many cities to develop industries.

Under this industrial development thinking, autonomous driving test areas have sprung up all over the country in a few years. According to incomplete statistics, as of now, 30 closed test sites for smart connected vehicles have been distributed in 22 cities in 16 provinces across the country.

Intelligent relativity is organized according to public information

However, with the advancement of autonomous driving technology, more and more autonomous vehicles have begun to move from closed test grounds to open road tests. Baidu Apollo, Apollo Zhixing, Didi, Wenyuan Zhixing, Xiaoma Zhixing, AutoX, etc. The company has gradually opened up Robotaxi services, and ordinary people can directly call Robotaxi on public platforms such as Baidu Maps and AutoNavi Maps.

At the same time, in July this year, Wenyuan Zhixing obtained the country’s first remote test permit for intelligent networked vehicles in Guangzhou, and carried out a fully driverless road test on open roads within the range of Guangzhou’s road test; in September, Changsha asked Apollo Zhixing Company Two of the Robotaxis issued the "Notice of Driverless Test for Smart Connected Vehicles", allowing Apollo Zhixing to start the driverless test with the existing road test license.

It can be seen from the various actions of the above industries that autonomous driving has moved from focusing on technology research and development to focusing on landing applications. The demand for autonomous driving companies to remove safety officers and explore new operating modes is increasing and urgent. , The industry needs to find a new path to achieve faster development at a lower cost. At this time, the significance of the "pilot zone" for industrial development is very important.

In an interview with the media, Li Runlun, director of the Science and Technology Department of the Hunan Provincial Department of Industry and Information Technology, said that "leading" has two meanings: First, it is not only a technical experiment, but also needs to pay attention to the establishment of models, operations, management, policies, regulations, standards, etc. The innovation and maturity, especially the difficulty of cross-industry integration, is not only technical. The second is to form a certain ecology and scale, not just a single technology verification, but also for commercial applications to verify the maturity of the entire system.

This also means that for cities, industrial competition will enter the stage of competition in the pilot zone. In the process of creating a pilot zone for the Internet of Vehicles, enterprises are the main body and the government's role is to guide and provide policy support through building the environment.

For example, in the third national-level car networking pilot zone, 22 cities have submitted applications to the Ministry of Industry and Information Technology. In the end, only one city in Changsha was approved. The intensity of this can be seen.

2. Both are the pilot areas for the Internet of Vehicles. What is the difference between everyone?

As mentioned above, the creation of pilot zones in cities may be the mainstream direction of future industrial development, so how should the approved pilot zones compete? We may have a glimpse of the main tasks and goals proposed by the Ministry of Industry and Information Technology for the three pilot areas of the Internet of Vehicles that have been licensed.

Jiangsu (Wuxi) : The main task and goal of the pilot zone is to realize the large-scale deployment of C-V2X networks, roadside units, and assemble a certain scale of vehicle terminals, complete the transformation of the Internet of Vehicles functions of key regional transportation facilities and the improvement of core system capabilities , and enrich the Internet of Vehicles Application scenarios.

Improve the communication and coordination mechanism between government departments closely related to the Internet of Vehicles, clarify the operators and responsibilities of the Internet of Vehicles, establish a system for testing and verification of the Internet of Vehicles, security management, communication certification and authorization, and a cloud service platform for information openness and interconnection. The effect of scale application. Actively carry out the exploration of relevant standards, specifications and management regulations, build an open, integrated, innovative and developed industrial ecology, and form experience and practices that can be replicated and promoted.

Tianjin (Xiqing) : Give full play to its advantages in standards bodies and testing environment, actively explore new cross-industry standardization work models, accelerate the formulation and verification of key and urgently needed standards in the industry, strengthen the construction of the testing and evaluation system, and promote the improvement of industry management systems and standards .

Deploy the cellular C-V2X network on a large scale, complete the transformation of the Internet of Vehicles function of key regional transportation facilities and the improvement of core system capabilities, clarify the installation plan of the Internet of Vehicles communication terminal, establish the Internet of Vehicles safety management, communication authentication and authentication system, and open information, interconnection and interoperability Cloud service platform. Clarify the operators and responsibilities of the Internet of Vehicles, explore and enrich the application scenarios of Internet of Vehicles, build an open, integrated, and innovative development of the industrial ecology, and form reproducible and extendable experience.

Hunan (Changsha) : Deploy the cellular car networking C-V2X network on the scale of key expressways and urban roads, and combine 5G and smart city construction to complete the transformation of the car networking function of key regional transportation facilities and the improvement of core system capabilities, driving the scale deployment of the entire road network .

Build a rich scene innovation environment, effectively develop on-board end users, promote the first installation and use of public service vehicles such as buses and taxis, and promote the application of innovative technologies and products. Deepen policy and system innovation, explore new business operation models , improve security management, certification and authorization systems, build a cloud service platform with open information and interconnection, build an open, integrated, innovative and development industrial ecology, and form a replicable and extendable experience practice.

From the content point of view, the mission objectives set by the Ministry of Industry and Information Technology for the three car networking pilot areas are basically the same, with only minor differences.

Specifically, Jiangsu (Wuxi) mainly explores road end construction; Tianjin (Xiqing) mainly explores standard certification and evaluation system construction; Hunan (Changsha) mainly explores scene innovation and operation mode.

The reason for these differences is mainly determined by the "innate conditions" and industrial characteristics of the three pilot areas.

For example, Wuxi, Jiangsu is a national intelligent transportation comprehensive test base jointly established by the Ministry of Industry and Information Technology, the Ministry of Public Security and Jiangsu Province. It has the world's first city-level Internet of Vehicles (LTE-V2X) application project; it has implemented information services in 12 categories and 26 application scenarios including signal information push, traffic event reminders, active safety warning, real-time acquisition of surrounding traffic conditions, and vehicle speed guidance. ; Developed LTE-V2X in-vehicle front and rear installed users, and the total number of industry users reached 22,000.

For example, Tianjin Xiqing established an intelligent networked automobile quality supervision and inspection center very early, which has advantages in common technology research and development, standard formulation and revision, and testing and verification services.

Another example is Changsha, Hunan, which has introduced the "Torch Plan" and "Torch Plan" and a three-year action plan for new infrastructure construction, vigorously promoting the development of key vehicles such as scenic spots, parks, ports and other urban roads and buses, school buses, sanitation vehicles, and muck trucks. Car networking transformation. At present, there are more than 300 key enterprises in the Internet of Vehicles related industries in the city.

At the same time as the industry is developing, Changsha has also opened the first domestic smart bus demonstration line and the smart bus 315 commercial operation line. With the advancement of the "Head Sheep Plan", buses can accurately query real-time location and arrival time, and traffic lights may be adjusted intelligently. The smart public transportation is driving into the daily life of the people in a large area; in the Yanghu and Meixi Lake areas of Xiangjiang New District, Hunan, citizens can call Robotaxi like a taxi-hailing network and enjoy driverless travel services; in the Yuelu Mountain Science City, Orange Continent, unmanned sweeping vehicles and intelligent sanitation vehicles are successively employed...

We can notice that the first three pilot zones approved are not the first-tier cities where the traditional “industrial highlands” such as Beijing, Shanghai, and Guangzhou are located. This shows to a certain extent that in addition to the industrial foundation, the state requires pilots The district is more flexible in terms of industrial policies and innovation capabilities and methods, which is conducive to the formation of replicable and extendable models.

To sum it up in a simple sentence, the "pilot zone" must "dare to be the first". In this regard, emerging cities like Changsha have both historical heritage and endogenous motivation.

3. From internal verification to diffusion promotion, the pilot zone accelerates the development of Changsha's industry

Going back to the Hunan (Changsha) Internet of Vehicles Pilot Zone awarded by the Ministry of Industry and Information Technology, what changes will Changsha and even the domestic smart car industry have?

First of all, it is certain that, according to the relevant plan of Changsha, the long board of its scene will continue to be strengthened.

According to the planning and preparation of the Changsha Internet of Vehicles Pilot Zone, the new infrastructure construction and operating unit Xiangjiang Intelligent, in the future, Changsha will increase the penetration rate of the Internet of Vehicles by promoting consumer-grade smart rearview mirrors, automotive electronic signs and other in-vehicle terminal products.

On the other hand, in accordance with the idea of “key reinforcement + connection and integration”, we will continue to intensively cultivate in the demonstration area and strengthen the coverage of intelligent roadside RSU equipment in the demonstration area. At the same time, according to the needs of the integration of smart cars and smart transportation industries, Promote the deployment of intelligent roadside RSU equipment in Hedong, Changsha.

After expanding the construction of roadside infrastructure, in addition to smart public transportation, the coverage of application scenarios such as special-purpose vehicle smart travel, unmanned taxi (Robotaxi), smart logistics, and smart parking will be further expanded.

In other cities in China, Robotaxi's landing test may not be new, but cities like Changsha with multiple autonomous driving scenarios are really rare. After a large number of data channels for landing scenes are opened, Changsha will be more equipped to explore with intelligence Vehicle-mounted terminals or smart travel apps are used as carriers to enhance public travel services and a brand-new operating model.

Secondly, in order to replicate and promote the experience model, Changsha also needs to determine certification standards and establish an evaluation system. The original shortcomings of the closed loop of the top-level design industry have also been filled.

In fact, after Huawei’s self-driving cloud service platform was launched in Changsha in January this year, the Hunan Intelligent Networked Automobile Industry Cloud Innovation Center once stated that it will build on the "octopus" and plan to promote no less than 14 smart items within 3 years. Standard demonstration of the connected automobile industry.

In April, Changsha (Xiangjiang New Area, Hunan) signed a contract with China Automotive Research Institute. The two parties will work with Hunan Provincial Department of Industry and Information Technology on application scenario creation, industrial development planning, industrial policy research, national inspection center construction, standard formulation and industry influence 6 In-depth cooperation in all aspects.

On September 22, China Automobile Research Institute signed a contract with Xiangjiang New Area again to accelerate the construction of the National Intelligent Networked Automobile Quality Supervision and Inspection Center (referred to as the National Inspection Center). At the same time, it cooperated with Xiangjiang Intelligent to establish a joint venture to promote the implementation of the April framework agreement.

On September 27th, the Ministry of Industry and Information Technology's 2020 Industrial Technology Basic Public Service Platform Project-Intelligent Connected Vehicle Data Interaction and Comprehensive Application Public Service Platform Construction Project was launched. Changsha won the task of constructing the Hunan Data Center of the project and entered the country. The intelligent vehicle supervision platform system has become a very prominent member of the industrial ecology.

It is foreseeable that after the approval of the "pilot zone", Changsha's Internet of Vehicles technology, products, business formats, and models will be easier to enter the national vision, and then become a national strategy, and will have greater discourse in the formulation of national and industry standards right.

Summarizing the above two points, with the "first trial" of the "pilot zone", the Changsha model first conducts sufficient "internal verification" in Changsha to form a standardized product or system, and then passes the national or industry standard certification. Thereby opening up the channel for copying and exporting to other cities, and at this time, Changsha has also formed a real industrial highland and a low-value land.
