First of all: downloading the DEM
contour topographic map can actually be generated by DEM. Therefore, you can download the DEM wherever you need the topographic map, and then you can generate the contour topographic map of a certain place.

Using Global Mapper can generate contour topographic maps more conveniently and quickly.
Import DEM into Global Mapper. (Drag the DEM file directly)
Click the main menu "Analyze"-"Generate contour lines (from terrain elevation data)"
