V-IM chat software 0.6.0 released, adjust project scaffolding, easier to upgrade and package

1. Give up simulatedgreg / electron-vue, embrace vue-cli-plugin-electron-builder, it is easier to install dependencies, remember to use yarn.
2. Use vue-cli4 + plugin vue-cli-plugin-electron-builder to rebuild the architecture.
3. Support both electron and web environment development and debugging.
