método de instalação:

pip install dlib==19.17.0

Eu uso a versão 19.17.0 aqui, você também pode usar a versão mais recente 19.18.0, tente usar uma versão mais recente, porque não importa se você usa a nova versão do python3.5, 3.6 ou 3.7

Pode ser usado, não use antes de 19.7.0.
