解決
非論理的な問題、webview ファイルの問題を疑い、webview を置き換えてみて、コンパイルされた webview を別のコード セットからコピーし、それをマザーボードにプッシュすると、問題は魔法のように消えます。
最終的に、生成された webview.apk ファイルは、コンパイル構成の変更 (APK の最適化アライメントに関連) により、一貫性がないことがわかりました。
ファイルの問題を修正すると、対応するファイルが対応するディレクトリのRELROに存在します。
