1. Open "This PC", enter in the address bar:

4. Right-click the Start menu, open Windows PowerShell (Administrator), and enter the following command:
ipconfig /flushdns
5. Retry the download
I have basically searched for other methods on the Internet, whether it is changing the DNS or changing the network settings, and finally this method works, but I am not sure whether the previous operation is also effective, so I can try it together with other methods.
