Es necesario declarar JdbcTemplatefrijol en cualquier @Configurationclase, por ejemplo:

@Bean
public JdbcTemplate jdbcTemplate(DataSource dataSource) {
    return new JdbcTemplate(dataSource);
}

También, considere el uso spring-boot-starter-jdbcen lugar de spring-jdbcla dependencia. Módulo de inicio contiene la mayor parte de las bibliotecas que necesitará en el futuro.
