BUG general process management

1. Bug testers to submit a new storage, the error status is New.
2. Advanced testers verify the error, if the error is confirmed, assigned to the appropriate developer, set the status to Open. If it is not wrong, then rejected, it is set to Declined (rejected) status.
3. developers to query the status is Open Bug, if not wrong, the home state Declined; if Bug is the restoration and set status Fixed.
