Encounter this error, first check to see if there really xxx.dll below Plugins

If so, that is not on this other library dll referenced in your computer.

You can use Dependency Walker to see what's missing dll libraries

My problem here is that there is a problem urctbased.dll

I downloaded from the Internet urctbased.dll in C: \ Windows \ System32 and C: \ Windows \ SysWOW64, but still to no avail, and later installed on the C ++ environment comes the latest Visual Studio 2019, just fine!
